Can items be dropped or repeated?

No. Shuffling reorders the list, so the output always contains exactly the same items as the input, each once.

How do I pick several winners?

Shuffle once and take the first however many entries. That is equivalent to drawing without replacement and is fairer than shuffling repeatedly and taking the top each time.

Does the same list always shuffle the same way?

No. Each shuffle is independent, so running it twice on the same list will almost always give different orders.
