What the Time Zone Converter does
That distinction matters more than it seems. A zone's offset from UTC is not constant — most of Europe and North America shift by an hour twice a year, on different dates. Calculating with a hard-coded offset produces meetings that are an hour wrong for several weeks each spring and autumn.
