What the Twitter / X Character Counter does

Two things affect the count in ways that surprise people. Links are counted as a fixed 23 characters regardless of their actual length, so shortening a URL yourself saves nothing. Emoji and non-Latin scripts often count as more than one character each, so a post with several emoji is longer than it looks.
